South Plains Community Action Association
South Plains Community Action Association, Inc. began in November of 1965 as Hockley County Community Action Committee, Inc. The corporation was chartered as non-profit and the main office was established in Levelland, Texas.
The concept of “community action” was originally conceived as part of the War on Poverty Program launched by the Economic Opportunity Act of 1964. Community action objectives focused on enabling people to achieve self-sufficiency and providing them with the resources to achieve that goal. The concept of community action, (people working together to help people), became widely known in the Levelland area. As the concept grew, additional services were developed and interest continued to grow in the community. From its origin in Hockley county, “community action” human services programs eventually expanded to a service delivery system in a 20 county area.
The South Plains Community Action Association, Inc. was formally established on July 1, 1970 as a non-profit organization. Its mission continued and expanded the concept of providing opportunities and initiatives for individual economic growth and self-sufficiency.
The mission of South Plains Community Action Association has remained consistent for thirty years. The agency has taken a leadership role in stimulating a better focus of available resources and functioning as a catalyst for community interest and support of the needs of disadvantaged individuals. South Plains Community Action Association has developed programs which produce immediate and tangible benefits that provide support and assistance to those in the community who are in need of and eligible for its services.
The agency develops community services and implements the delivery of those services in a manner which is sensitive to the rural philosophy of the Texas South Plains area. South Plains Community Action Association programs are operated through funded contracts for service, and are operated in selected communities based on the availability of those contracts.
